Previously claimed against Iran, but they are now 'peaceable' since their capitulation to the west. So is it really plausable that the missile defence is against anyone but Russia?

It's a defence shield, it can't attack Russia, or anyone else. It would also do very little against SLBM fired from the mid Atlantic.

The entire rationale is based on the (probably mistaken) belief that a Russian counterattack with their few remaining (after an overwhelming first strike) missiles could be shot down by the anti-missile missiles.
Given that these systems have never ever worked it's a fool's game anyway but these people are not sane and there's a shed load of money to be scammed.
What it does do is makes the likelihood of a nuclear war by either intention or mistake much greater.

Placement of the missile defense system in Romania is however more suitable against targets launched in Iran or that region, if you consider the shortest flight path.
