I would say it is a change.
Definite change. UK was very cagey about striking targets inside Russia with British weapons before.

agreed. Allowing Putin to win under the threat of nuclear annihilation makes it very hard to stand up to him in the future. Russia started this fight, I have no issue with allowing Ukraine to win without undue constraints being placed on how weapons are used (noting the need for keeping to international law).

I think Macron has figured this out too. Took some time, but he seems to be getting there.
